Who Wrote the Plan?

Project 2025 was developed by the Heritage Foundation, a prominent conservative think tank, in collaboration with other right-wing advocacy groups. It has published a detailed plan for the next Republican president to use the executive branch of the federal government to attack the rights of women, LGBTQ+ people and the BIPOC community, by eliminating the agencies and offices responsible for enforcing civil rights laws and placing trained right-wing ideologues in staff positions throughout the federal government. For LGBTQ+ people, the agenda would roll back the gains made toward full equality in nearly every area of life – from marriage, to health care, to education, and the workplace.

Partner organizations in Project 2025’s advisory board include anti-LGBTQ+ groups; Alliance Defending Freedom, Eagle Forum, Family Policy Alliance, Moms for Liberty, Turning Point USA, and dozens of other far-right organizations.

What's in the Plan?

​

Project 2025 outlines a series of policy proposals designed to reshape federal governance to reflect conservative values.

 

Key components include:

​

  • Restricting access to gender-affirming healthcare

  • Redefining legal definitions related to gender and sexuality

  • Rolling back LGBTQ+ rights in healthcare, education, and employment

  • Promoting "religious freedom" measures that could enable discrimination against LGBTQ+ individuals

  • Decreasing federal support for social programs benefiting marginalized communities including DEI programs

  • Purging the government of apolitical civil servants

  • Eliminating the checks and balances built into three branches of government in favor of expanded control by the executive branch

  • Ending reproductive freedom and replacing the Department of Health and Human Services with the “Department of Life”

  • Replacing the Department of Homeland Security with a 100,000-worker-strong immigration department, militarization of the border and an end to refugee programs

  • Fundamentally altering American diplomacy in favor of anti-abortion and anti-LGBTQ agendas and abandoning international organizations and traditional diplomatic and security alliances

  • Eliminating any federally funded research for gender care

What Does Project 2025 Mean for LGBTQ+ People?

​​

The plan poses significant risks to LGBTQ+ individuals by:

​

  • Limiting or denying access to essential gender-affirming healthcare.

  • Reversing anti-discrimination protections, increasing vulnerability to discrimination in various aspects of life.

  • Enforcing a narrow definition of gender and sexuality, ignoring the diversity of LGBTQ+ identities which the organizers believe exists in opposition to the “traditional American family” and its Christian nationalist underpinnings. 

  • Prioritizing families “comprised of a married mother, father, and their children,” and would eliminate any federal policies that promote LGBTQ+ equality or that assist single mothers. *(Reverse the focus on LGBT+ equity and focus on the family being man and woman.Implies no same sex marriage. - p451, p483, p489)

  • Promoting an extremely restrictive view of gender and racial identities in education.

  • Eliminating any federally funded research for gender care. *(p284)

Project 2025 Will...

​​

Severely restrict access to gender-affirming healthcare.

​

  • Eliminate transgender health care in Medicare and Medicaid *(Gender reassignment surgery will not be covered under Medicare. - p474)

  • Oppose transgender health care or abortion access to service members using public funds.

  • End anti-discrimination rules based on gender-identity and sexual orientation in the Affordable Care Act.

  • End Medicare’s ability to negotiate drug prices which would negatively impact millions of elderly Americans, especially elderly POC and those with low incomes.

  • End medication abortion or make it extremely difficult to access.

  • Facilitate extremist access to your private medical records. Shift a larger portion of the 33 million Medicare enrollees towards Medicare Advantage and other inferior private options.

Roll back federal anti-discrimination protections.

  • Remove terms including “sexual orientation,” “gender identity,” “diversity,” “equity,” “inclusion,” “gender,” “abortion,” and “reproductive rights” from federal rules, regulations, contracts, grants, and legislation.

  • Restrict the application of the Supreme Court’s Bostock v. Clayton County decision, which extended workplace protections against sex discrimination to LGBTQ+ employees. *(Discrimination laws will be affected and you can now be hired/fired for being LGBTQ+ - p584)

  • Rescind regulations prohibiting discrimination based on sexual orientation, gender-identity, transgender status, and sex characteristics. *(Businesses can discriminate against LGBTQ+ - p560)

  • Define “sex discrimination” narrowly as referring only to the “biological binary” of male and female as assigned at birth.

  • Undermine the recognition and rights of LGBTQ+ individuals.

Promote policies that increase stigma and discrimination.

  • Reverse policies allowing transgender people to serve in the military.

  • Expel transgender troops from the military. *(p104)

  • Expel people living with HIV from the military.

  • Disallow students using names or pronouns that don’t match the sex on their birth certificate, and stating that no school employee should be “forced” to use a student’s pronouns. 

  • Promote an extremely restrictive view of gender and racial identities in education, removing LGBTQ+-inclusive curriculum and policies while compelling adherence to strict definitions of gender that exclude transgender students and staff. *(Pride flags not allowed - p89, cease promotion of bullying LGBTQ+ agenda and eliminate funding for DEI programs - p258, Transgender athletes can not compete in sports unless it is in their biological gender - p8)

 

Promote an extremely restrictive view of gender and racial identities in education.

  • Teachers and school staff will legally have to "out" the children to their parents. *(p348)

Project 2025 Lies vs. Facts

​​

Lie: Gender-affirming care harms children.
Fact: Major medical organizations, such as the American Academy of Pediatrics, endorse gender-affirming care as vital for the well-being of transgender youth.


Lie: LGBTQ+ rights infringe on religious freedoms.
Fact: Protecting LGBTQ+ rights ensures inclusivity and does not violate religious freedoms.


Lie: The plan promotes equality and fairness.
Fact: Project 2025 undermines protections and promotes policies that discriminate against LGBTQ+ individuals and other marginalized groups.


Lie:Transgender people are an “ideology” and their existence is linked to pornography and the “sexualization of children.”
Fact: Trans people are people, not an ideology. There is no factual evidence that transgender identities are inherently connected to pornography or the sexualization of children.


Lie: “Children suffer the toxic normalization of transgenderism with drag queens and pornography invading their school libraries.” *(p1)
Fact: There is no such thing as transgenderism. Medical and psychological experts recognize that gender identity is a natural aspect of human diversity, not an ideological choice or belief system. Drag Queen Story Hours are events where drag performers read age-appropriate books to children, incorporating themes of acceptance, diversity, and self-expression. They do not involve any pornographic content or explicit sexual material. There is no evidence of “pornography invading school libraries.” Libraries have strict policies and procedures in place to ensure that materials in their children’s sections are age-appropriate and do not contain pornographic content. *(Being transgender is equivalent to pornography. "Therefore if you (librarians) distribute anything with transgender (or LGBT info) you should be imprisoned." - p5)

Lie: "Biological realities that are crucial to the advancement of life sciences and medical care and that married men and women are the ideal, natural family structure because all children have a right to be raised by the men and women who conceived them." *(p489)

Fact: Research consistently shows that the well-being of children is not determined by the gender or marital status of their parents, but rather by the presence of supportive, loving, and stable caregivers. The American Academy of Pediatrics, among other leading medical organizations, has found that children raised in same-sex or single-parent households fare just as well as those raised by married heterosexual couples. Furthermore, the concept of an "ideal" family structure fails to recognize the diversity of family forms that have existed throughout history and across cultures, and it ignores the realities of adoption, surrogacy, and other family-building methods that provide loving homes for children who might otherwise be without parents.

What Does Project 2025 Mean for Education?

  • Eliminating the federal education department. and having education decisions being made by families. *(p.319) 

  • Student loans go back to the private sector and must be expected to pay back loans. No student forgiveness programs. *(P320 and 322)

  • The LGBTQ+ community will rely more on loans due to discrimination in the workplace and if these loans are eliminated there will be less chance for higher education.

  • Transfer Title 1, Part A, which provides supplemental funding for lower-income school districts to bring in additional services for their population, will be sent back to the states in a no-strings-attached formula block grant. *(p.325) 

  • Red states do not have to provide any additional services for LGBTQ+ youth and can actually create programs to inhibit students from coming out and being supported.

  • Programs in the OESE (Office of Elementary and Secondary Education) will be block-granted or eliminated. *(p.326) This sets the groundwork to eliminate anything that isn't in the president's agenda.

  • Most IDEA funding (Individuals with Disabilities Education Act) should be converted to a no-strings formula block grant and given directly to local education agencies. *(p326) 

  • The Office for Civil Rights should move to the DOJ - eliminating all OCR in all departments - and should be able to enforce through litigation. *(p 330)

  • If an LGBTQ+ teacher gets fired for being LGBTQ+ a resolution through litigation can take years.

  • Federal student aid will go into a new government corporation with professional governance and management. Government agencies can discriminate on who gets student aid.

  • Eliminating the National Education Association NEA (one of the largest teacher unions) by rescinding their congressional charter. *(p342)

  • LGBTQ+ teachers will no longer have the support of a union.

  • "Congress should allow states to opt out of dozens of federal K-12 education programs authorized under the Elementary and Secondary Education Act, and instead allow states to put their share of federal funding toward any lawful purpose under state law." *(p351)

  • States can choose to discriminate against the LGBTQ+ community and deny funding. "Lawful" is a key word because there will be a lot of programs for the LGBTQ+ community that will be against the law.

What Does Project 2025 Mean for Other Minority or Marginalized Groups?


The plan also threatens other minority and marginalized groups by:

  • Reducing access to healthcare, education, and social services, disproportionately affecting people of color, immigrants, and individuals with disabilities.

  • Promoting discriminatory practices under the guise of "religious freedom."

  • Implementing restrictive measures that marginalize low income and other vulnerable populations.
